SINGLE MOVE PERMITS

1.  Below are provided the specifications for single move permits issued by the Clinton County Road Commission. Upon receipt of the Single Move Permit (including fees) the Weighmaster/Permit Coordinator will review the information provided and provide written approval including the route acceptable for use.

2.  Permits are automatically invalidated by the violation of any of the conditions specified by the term of the permit or by false information given on the application. Failure to comply with the conditions of this permit shall be just cause for the immediate suspension or revocation of any or all permits and the operator and/or owner of the vehicle subject to arrest.

3.  The movement of vehicle and load upon said roadway shall be during daylight hours only. Permits are not valid on Sundays, nor during the period beginning at 12 noon on the day preceding every legal holiday here listed: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Christmas Day, except with the approval of the Weighmaster/Permit Coordinator when emergency repair movements are necessary in the best interest of public safety and welfare.

4.  The movement shall not impede other traffic in an unreasonable manner and at no time shall traffic be blocked from use of the roadway. Vehicles and loads shall not be parked on the roadway at any time.

5.  Vehicles shall be registered as required by the Michigan vehicle code and will not violate any statute or valid ordinance, rule or regulation by any state agency or sub-division of the state. Vehicles are to comply with all statutory provisions as to other permits, licensing, motor vehicle equipment and operation.

6.  The driver of the vehicle shall carry this original permit in the vehicle to which it applies and shall have it available for inspection by any police officer or Weighmaster of a road commission or motor carrier officer.

7.  Applicant shall be responsible for any damage caused to wires, mailboxes, trees, buildings, or the road, including the structures and appurtenances, and shall reimburse the appropriate parties for any damage caused by the moving of said vehicle or load. Applicant shall save harmless, indemnify, defend, and represent the board of road commissioners, the road commission, and its employees against any and all claims for bodily injury or property damage, or any other claim arising out of or related to the moving of said vehicle, load, or its presence on or use of the roadway by said vehicle and load.

8.  Permits are not valid if insurance expires. Applicant to present evidence that the minimum insurance coverage is in full force and effect (see Policy for Insurance Requirements).

Permits will be issued only for vehicles owned by the applicant or operated under a bona fide lease or rental agreement. The applicant may be required to deposit a reasonable inspection fee and to furnish a good and sufficient cash bond to cover any damage that might occur to roads, bridges, or roadway structures, by the movement of vehicles and objects under the proposed permit.

Permits will not be issued for oversize or overweight vehicles or loads that can be readily dismantled, reduced or otherwise rearranged to come within the legal limits. Permits will in no way supersede posted axle loading limits on any bridge or roadway. The applicant agrees to reimburse the road commission for any damage resulting from disregard of such postings.

The equipment shall be loaded on the vehicle in such a manner as to reduce to a minimum the excess over-statutory size or weight limitations. The least width or length dimensions becomes the width of the load. On movements exceeding legal height, the permitee certifies that he has checked the route as necessary for vertical clearance and overhead obstructions prior to any movement. Striking or damage to any structure or facility will be perceived to be non-compliant with this section and will result in termination of this permit.

The road commission may temporarily suspend a Single Move Permit, either in its entirety or in respect to certain of its provisions, due to seasonal or other special conditions.

The vehicle shall not be loaded or unloaded within the outer shoulder limits of any county road unless permitted by the road commission.

The movement requires the display of clean, plain, red or orange flags of at least 18-inches square. One flag shall be displayed at each of the four corners of the vehicle or load; and if any portion of the load extends beyond the width of the corner flag, one additional flag shall be displayed at the widest point on each side of the vehicle or load. Flags should be securely fastened by at least one corner or securely mounted on a staff.

When width exceeds 12-feet, the operation shall be followed by one escort vehicle (passenger car or pickup truck) with at least one flashing or rotating amber light on top of the cab, a reasonable distance in rear of the movement when moving on 4 or more lanes and to be preceded by one escort vehicle (passenger car or pickup truck) with at least one flashing or rotating amber light on top of the cab, a reasonable distance in front of the movement when on less than 4 lanes.

The vehicle covered by this permit shall not exceed 35 MPH at any time.

Permits are issued only to business entities or individuals actually doing the transporting. The transporting vehicles to be used must be owned by the applicant or operated under a bona fide lease or rental agreement.

The issuance of permits is limited to those vehicles and/or loads which cannot reasonably be divided, dismantled, reduced, or otherwise rearranged to conform to legal dimensions and/or weights as provided by law.

Loads shall be arranged to affect the minimum dimensions for height, length or width. Staggered loading is not permitted. If a loaded commodity creates a single over-dimension, the permit is VOID. Two or more commodities may be transported as one load provided the permit application so indicates, legal axle loadings are not exceeded, and provided no additional non-conforming dimensions of width, height, or length are created or made greater by the additional commodities.

As a matter of general procedure, permits will not be issued for transportation of loads exceeding limitations specified in this permit. Efforts should be made to move vehicles or loads exceeding these limitations by some means other than by roadway or to dismantle the object being moved to comply with the limitations. However, issuance of permits may be considered for limited movement of special loads if all efforts to utilize other means of transportation have been exhausted and if the object being moved cannot feasibly be reduced to comply with the specified limitations. A complete written explanation is to be submitted with a properly completed application for further consideration.

Weight

– A request for an overweight permit will not be approved for a load consisting of more than one object, and in no event, shall any wheel load exceed 700 pounds per inch of tire width, except that permits will be approved for empty self-propelled scrapers provided they do not exceed 850 pounds per inch of tire width.

No overweight permits will be issued during the Spring time weight restrictions period, except in case of public emergency.

Height

– Careful consideration must be given to any application requesting movement where the overall height exceeds 13 feet 6 inches because of possible overhead obstructions on proposed routes. All applications for permits in excess of 13 feet 6 inches shall certify that the proposed route has been traveled to assure vertical clearance.

Escort Vehicles

– An escort vehicle must be a passenger car or pickup truck with at least one flashing or rotating amber light on top of the cab. Amber lights are to be visible for 360 degrees for a distance of 500 feet.

Single Move Permits are issued for daylight hours only, Monday through Saturday. In some instances, other time limitations may be applied.

Under no conditions will a Single Move Permit be issued for a movement to take place from 12 noon on the day preceding and continuing until daylight of the 1st day after the holidays here listed: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day. When a holiday occurs on a Friday or Monday, permits will not be valid for the period beginning the 12 noon before the three day weekend, and ending daylight of the 1st day after the three day weekend.
